Pan-African Pre-Referendum
The
idea of a Pan-African referendum to unite Africa in order to relieve the
African people from today's widespread crisis and devastating conflicts
was launched in Cameroon in January 1992 by the OAU Club-Cameroon. Since
then, it has made its way in Africa and among Africans in Europe and America.
The idea is supported by an increasing number of associations, non-governmental
organizations, institutions and personalities. The recent OAU Declaration
of Sirte on the creation of an African Union has established the best
possible framework to promote the Pan-African Referendum. The present
pre-referendum campaign is aimed at collecting millions of signatures
to persuade African Governments to organize the first Pan-African Referendum
on the establishment of the United States of Africa, on the basis of the
Draft Constitution proposed by the African civil society. The campaign
also supports the immediate setting up by the OAU of a Pan-African Army
to restore a permanent peace on the continent. All the signatures collected
will be transmitted to the African Heads of State and Government through
the General Secretariat of the OAU. The Steering Committee is hereby calling
on each and every African, aged 18 and above, to take a historic Pan-African
commitment in the terms stipulated below.
Your commitment will be materialized by your e-mail
identification as indicated below. We will attribute to each of you a
unique number to symbolize and materialize your signature immediately
as it is in our possession.
We will also see to it that the Secretary General of
the OAU reports the signatures received from us to the Council of Ministers
of the Organization and particularly to the coming OAU Summit.
We request that you indicate, after having signed, if
you wish your name to be cited as an example of signatories to encourage
other Africans to do the same. The indication will consist of underlining
your name and surname(s), age and profession.

of Africa"
In order that the African people may be relieved from
today's multifarious and overwhelming poverty so as to live in peace and
prosperity, I pledge to participate in the process of uniting Africa politically
and economically, before the year 2005, by transforming the OAU into a
Confederation comprising among other institutions, an Assembly of Heads
of State and Government, already in place, a Pan-African Parliament, a
Pan-African Court of Justice, a Continental Government, a single Continental
Market with a Common Currency(AFRI), a Common Defense System, to be instituted
immediately, an African Civil Society Organization, etc. Consequently,
I shall vote and help vote "YES for the United States of Africa"
at the Pan-African Referendum to be organized on this issue.
Having read and understood the Draft Constitution
of the United States of Africa proposed by the African civil society,
and the above commitment formula,
